    Context:

    Under the direct supervision of the Regional Director (RD) for South America and in close coordination with the Regional Office (RO) Buenos Aires Senior Regional Liaison and Policy Officer (SRLPO), the successful candidate will be responsible for the coordination of the South American Conference on Migration (SACM) Technical Secretariat (SACM TS), in accordance with the IOM´s Staff Regulations and Rules (SRRs) and policies and the document “Reglamento de la CSM” approved at the SACM Meeting (Asuncion, Paraguay).

    The Technical Secretariat Coordinator will inform SACM Member States and Observer organizations on issues of migration; periodically inform the focal points on the progress of the Conference; update new authorities of the Member States on SACM areas of thematic focus and topics; coordinate with partner International Organizations and Civil Society on actions leading to attaining the SACM objectives; and procure resources from international cooperation that contribute to the execution of the topics of interest of the SACM among other tasks. The SACM TS Coordinator will work closely with the SACM Presidency Pro-Tempore (PPT), the host of the inter-sessional meetings and the troika Member States, ensuring that there is proper and timely follow-up on the decisions of the SACM. The SACM will follow in addition to the RD´s instructions the functions and areas of work indicated in the “Reglamento de la CSM” (“Regulation of Organization and Functioning of the South American Conference on Migration”).

    Core Functions / Responsibilities:

    1. Execute all management activities necessary for the effective work of the Technical Secretariat.
    2. Provide technical and logistical support to the Presidency Pro-Témpore for the planning, organization and implementation of SACM meetings, including the inter-sessional, seminars, workshops, trainings and any other events agreed to be held within the SACM framework.
    3. In coordination with the SACM Presidency Pro-tempore, responsible for the implementation, evaluation and monitoring of the activities included in SACM Plan of Action and other activities agreed on by the Member States. Follow up on plans and activities pending implementation.
    4. Draft and/or assist in the development of work and reference documents for SACM meetings.
    5. In close coordination with the SRLPO and the Regional Media and Communications Officer, coordinate the management, administration and upgrading of the SACM South American Observatory on Migration (Observatorio Sudamericano sobre Migraciones, OSUMI).
    6. Prepare financial and activity reports and other general narrative reports on the activities of the SACM TS, in particular, prepare annual operational reports that will be available for Member States.
    7. Prepare budgets for the operations of the TS as well as for other activities, as required.
    8. Brief SACM Member States on migration affairs.
    9. Maintain contact and regularly coordinate with Member States’ government officials, SACM observer organizations, non-Member States, international organizations (including regional economic organizations and UN Regional Commissions) as well as civil society representatives with the aim of achieving the objectives of the SACM. Serve as SACM representative to other organizations and institutions on migration and coordination matters, and liaise with governmental and diplomatic authorities as well as international and civil society organizations when requested by the PPT.
    10. Develop and update the terms of reference, job descriptions, and supervise any staff hired by IOM to perform activities in the TS.
    11. Perform any other tasks related to the management of the TS as requested by the Regional Director for South America and the SACM Presidency Pro-Témpore provided that there is no substantive financial impact.
    12. Strengthen networking and links with the focal points of the SACM by using the available technological resources.
    13. Inform the Member States about the opportunities for synergies between the SACM agenda and those of other specialized forums and inter-State consultation mechanisms on migration, including among others, the International Migration Review Forum (IMRF), Global Forum on Migration and Development (GFMD), the IOM’s International Dialogue on Migration (IDM), and the Regional Conference on Migration (RCM).
    14. Prepare for SACM participation in the Global Meeting of Inter-State Consultation mechanisms on migration (GRCP).
    15. Organize in close coordination with the SRLPO the Inter-American Course on International Migration Policies that is carried out annually by IOM in the city of Mar del Plata in Argentina.
    16. Manage in close coordination with the SRLPO and the Regional Media and Communication Officer, the update and maintenance of the Centro de Informacion sobre Migraciones para America Latina (CIMAL).
    17. Promote when required and pertinent, the mandate and IOM´s global and regional strategies and migration policy tools, such as the Migration governance framework (MIGOF), as well as other important global initiatives on migration, such as the Global compact for safe, orderly and regular migration, the 2030 Agenda for Sustainable Development, Migrants in Countries in Crisis Initiative (MICIC), etc.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Social Political Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or

    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • Experience as project/programme director in migration affairs, including working and/or liaising with governmental and diplomatic authorities as well as international and civil society organizations;

    • Thorough knowledge and experience of migrant’s assistance, migration management, development programmes, technical cooperation and regional and global consultation/dialogue processes on migration;

    • Knowledge of and experience in the South American Conference on Migration (SACM), its Plan of Action and related projects; and, IOM administrative-financial standards is an advantage.

    Languages

    ORGANIZATIONAL CONTEXT
    The Senior Protection Officer (SPO) is Head of the Protection Unit in a Country or Sub-Office and reports to the Assistant or Deputy Representative for Protection, directly to the Representative or as appropriate, to the Head of Sub-Office. The incumbent has direct supervisory responsibility for protection staff who may include community services, registration, resettlement and education. He/she provides functional protection oversight to information management and programme staff and supervises protection standards, operational procedures and practices in protection delivery at the country level. The incumbent also acts as an advisor to senior management in designing a comprehensive protection strategy and represents the organization to authorities, UN sister agencies, partners and other stakeholders on protection policy and doctrine.

    The Senior Protection Officer is normally a member of the Office senior management team and is relied upon by the Office to plan, lead and coordinate quality, timely and effective protection responses to the needs of populations of concern. This includes ensuring that operational responses in all sectors are shaped in a protection optic, mainstream protection methodologies and integrate protection safeguards. Another important element of the SPO's functions is to ensure that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection.

    ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

    • Graduate degree (equivalent of a Master's) in Law, International Law, political Sciences or related field with good knowledge of International Refugee, Human Rights and Humanitarian Law plus minimum 8 years of previous work experience relevant to the function of which 3 years in the field and 5 years in an international capacity.     Background

    The Government of State of Eritrea (GoSE) reiterates its accountability for the protection and promotion of the rights of the women and children by ratifying to major international and regional conventions like the CRC, CEDAW, ACRWC. The GoSE is implementing various programmes and reaching out to children, youth, women and communities to strengthen their capacity to realize their rights.

    Strengthening of the welfare system and scaling up promoting children, adolescent and women rights and protection efforts through training of health workers, social workers, law enforcement, child well-being committees (CWC), including protection from harmful practices (FGM/C and Underage Marriage), violence and exploitation are part of GoSE's priorities. GoSE strategically intervenes to prevent and respond to different forms of violence against children and women including child labour, young girls and women empowerment through community based child protection platforms; irregular migration and trafficking of children and women through sensitizations in communities and providing protection services.

    FGM/C, a procedure that involves partial or total removal of female genitalia, or other injury to female genital organs, is a painful procedure that has short term and long-term detrimental physiological, sexual and psychological effects. The consequences can include death, hemorrhage, septicemia and complications in childbirth, aggravating maternal and infant mortality. The FGM/C rate in Eritrea is 83 per cent, making it among the highest globally (2010 Eritrea Population and Health Survey (EPHS). The prevalence is improving for younger generation with 33 and 12 per cents among girls under 15 and 5 years old respectively. The same survey indicated that current attitudes towards FGM/C may be conducive to abolishing the practice, as 77 per cent of Eritrean women and 82 per cent of men believed that there are no benefits from FGM/C. GoSE closely works with UNICEF and UNFPA for the advancement of gender equality and advancement of women by implementing the joint work plan on gender equality. This has yielded positive results in reducing the FGM/C and Underage Marriage (UAM) in the Eritrean communities.

    The right to family and marriage is provided for in the Eritrean proclamation 1991 with the minimum age for marriage set at 18 years for both females and males. Marriage below 18 years does not have legal legitimacy and it thus is illegal. However, the society's abiding by the law of age for marriage is low and its enforcement is weak. In Eritrea, early marriage is a deeply entrenched and widely approved social custom, justified by social, religious and economic reasons, depriving girls from the opportunity to fully realize their potentials. Eritrea ranks one of the top 20 countries with highest child and early marriage in the world with 41 and 13 per cents of girls married before they turn 18 and 15 years respectively compared to only 2.3 per cent boys marry before the age of twenty. In addition, 38 per cent of girls do not attend school because of marriage compared only to 2 per cent for boys.

    To address the issues of children and women rights, including FGM/C, Underage Marriage, gender based violence and harmful practices, a National Steering Committee (NSC) comprising senior officials from MoH, MoLHW, NUEW, UNICEF and UNFPA is formed to oversee child rights & gender equality/equity including the elimination of HTPs in the country. The NSC advised to develop a comprehensive national strategic plan that realizes the full implementation of the right and welfare of the child, young people and women in eliminating all harmful practices including FGM/C and UAM.

    Rationale for Preparing the Strategic Plan

    The primary focus of the GoSE in embracing strategic planning is to ensure the rights of children and women. Elimination of harmful practices such as FGM/C and UAM remains at the forefront drive to secure the rights of children and women. Towards that end, significant institutional, structural and legal frameworks are outlined including the penal and civil codes and a proclamation that bans FGM/C. ÂDifferent sectors of the GoSE have been implementing their respective sectoral plans to fulfil the key children and women's rights and now it is time to have a consolidated national strategy and action plan to enhance and expedite the attainment of the children's and women's rights within the Sustainable Development Goals by the end of 2030 (SDG goal).

    The Strategic Plan will also serve the following purposes:

  • Stimulate forward thinking to promote and protect child rights, ending FGM/C and UAM in the country,
  • Identify strategic objectives and strategies for implementation,
  • Serve as a tool for resource mobilization in the implementation of strategic objectives,
  • Promote social norms change with regard to FGM, UAM and other HTPs,
  • Enhance teamwork and collaboration with stakeholders.
  • Objective

    The objectives of the assignment are:

  • To support the concerned partners to develop the concerted National Strategic Plan on Child Rights[1], on elimination of Female Genital Mutilation/Cutting[2], and Underage Marriage[3]. The plan will incorporate results matrix, monitoring, evaluation and resources framework.
  • To strengthen the understanding of decision-makers, partners and all other stakeholders of the status of children’s and women's rights including harmful practices in the country and recommend strategies and actions.
  • Scope of Work/Methodology

    In collaboration with the MoH, MoLHW and NUEW, the consultant will be responsible for the following:

  • Conduct a desk review of Child Rights, FGM/C, and Underage Marriage work in Eritrea focusing but not limited to legislation, policies and implementation strategies/plans, researches and materials, international and regional human rights instruments, frameworks and declarations on FGM/C, Child Rights and Underage Marriage with a view of identifying the legislation gaps and challenges and propose viable solutions.
  • Development of a concept note/inception report and work plan outlining methodology in relation to the assignment for discussions and approval. The inception report should also indicate proposed approach to developing the strategic plan including the outline of the strategic plan identifying focus areas and strategic outcomes.
  • Facilitate consultative meetings and workshops to build consensus on the proposed methodology and to ensure effective and efficient collaboration between MoH, MoLHW and NUEW.
  • Collect and collate stakeholders’ views and inputs on related work including policy makers but not limited to parliamentarians, government ministries, civil society, religious organizations, as well as UN Agencies.
  • Develop the draft 5-year National Strategic Plan, submit the draft for the feedback to the concerned officials and experts identified by the MoH, incorporate feedback and finalize the draft, and
  • Support the validation workshops and present the final draft to the MoH, MOLHW, NUEW and other stakeholders.
  • 4. Reporting procedure, coordination and supervision:

    The selected consultant will directly report to the chair of the NSC under the guidance of the chair of the NTC (National Technical Committee). The consultant will work extensively with members of the NSC.

    Expected Deliverable: Finalized Strategic Plan 2018-2021

    The finalized Strategic Plans must include:

  • A comprehensive programme roadmap for the next five years presenting the programmatic direction, goal, strategies to be adopted in line with the mandate of the relevant Ministries.
  • A results framework with an implementation plan to demonstrate the implementation process for these Strategic Plans and the key results to be achieved.
  • A resource and financial framework showing the financial requirements, and overall budget required to implement the 5 Year Strategic Plans.
  • A monitoring and evaluation framework for tracking progress.
  • Deliverables and timeframe

  • Desk review of the existing sectoral and national plans, strategies and programs pertinent to child rights, FGM/C and UAM …. 10days

  • Qualification and Experience

    The consultant/resource person should have the following qualifications and working experience in the relevant field:

  • Advanced University Degree in a field related to Social Science (economics, political science, public policy and/or international development policy).
  • A minimum of 10 years work experience in creating, establishing and enforcing policies and plans and strategies related to social issues.
  • Knowledge and experience in developing policies and strategies.
  • Excellent written and oral communication skills in English are required, knowledge of local language is an advantage.
  • Ability to work independently and respond to feedback in a timely and professional manner.
  • Excellent organizational skills, attention to detail and ability to contribute to a team.
  • General Conditions:

  • Payment will be made according to the stated terms and conditions
  • 30 % of the payment will be made upon signing of the contract
  • The remaining 30 % payment will be made upon the submission of the initial report and the remaining 40 will paid after the submission of final report. Before payment, the final report needs to be approved by chair of the NSC.
  • The contract does not provide for payment of overtime

  • The consultant will be based in Asmara; however, s/he will be expected to travel and work in the six Zobas. Transport to the field will be provided for the consultant by either UNICEF or UNFPA.

    The Nutrition Manager GJP is to be used in a large Country Office (CO) where the Representative is at the D2/D1 level and the Nutrition Programme is a component of the Country Programme (or UNDAF). The Nutrition Manager reports to the Chief of CSD who is at Level 4.

    Level 4 as opposed to a level 3 nutrition professional should be used to manage large, complex and/or integrated programmes/projects; and to provide substantive support to the Chief of Child Survival and Development for the management of the entire Nutrition Programme. In addition, positions at this level are more technically authoritative in providing programmatic advisory services, as well as for overall contribution to innovation and knowledge management.

    Purpose for the job:

    The Nutrition Manager supports the Chief of Child Survival and Development in managing the section, contributing to innovation and knowledge management. S/He is responsible for developing, preparing and managing complex, key and integrated nutrition programmes. The Nutrition Manager provides authoritative technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results in maternal, infant and child nutrition programmes/projects. This is carried out according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF Strategic Plans, standards of performance, and accountability framework.

  • Provide technical support and guidance on the preparation, design and updating of the situation analysis for the nutrition sector/s to ensure comprehensive and current data on maternal and child nutrition is available to guide policy development as well as design and management of nutrition programmes/projects.

  • Participate in strategic programme discussions on the planning of nutrition programmes/projects.

  • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability, coherence, and delivery of concrete and sustainable results for the assigned sector in nutrition programmes.
  • Participate in monitoring and evaluation exercises, programme reviews and annual health reviews with the government and other counterparts to assess progress and to determine required action and interventions to achieve results.

This in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to continue to provide programme services to mothers and children that promotes greater social equity in the country.

    Education: An advanced university degree in one of the following fields is required: nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field.

    Experience: A minimum of eight years of professional experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care.

    Experience in health/nutrition programme/project development and management in a UN system agency or organization is an asset.

    Language: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
