    Summary:

    The Wildlife Conservation Society (WCS) is an international conservation NGO headquartered at the Bronx Zoo in New York City working to save wildlife and wild places and to meet global conservation challenges in over 60 countries in Africa, Asia, and the Americas.

    WCS has recently reorganized into a set of regional programs, which includes the Southern Cone & Patagonia, covering the Argentina, Chile and Paraguay country programs, in addition to region-wide engagement on a variety conservation matters. The goal of the regional program structure is to build effective regional units of conservation delivery, scaling our impact from the countries to the entire region through a unique vision, cross-country collaboration, an adequate and flexible human structure, agile operating processes and integrated financial and business management.

    WCS Argentina represents the first country-based conservation operation of WCS as a global organization, with over 40 years of presence in the country under various operating structures. Along its history WCS in Argentina achieved unprecedented conservation success and became established as a main stakeholder in local conservation. Amongst the many outcomes of WCS working alongside partners in Argentina are the creation of numerous protected areas and national parks, evaluation of wildlife conservation status and development of adequate management plans for keystone terrestrial and marine species, and multidisciplinary projects to address some of the most serious threats to wildlife, landscapes and seascapes in places of high biodiversity value. Parallel to this process WCS in the country developed invaluable partnerships with government stakeholders at the national and provincial levels, and with representatives of the most important NGOs working on environmental and social issues in the country and the region. WCS’s team in Argentina includes many renowned conservation scientists and is in part enabled through a strategic partnership with the National Scientific Council (CONICET).

    WCS seeks to continue the legacy of high conservation impact in Argentina to preserve its wildlife and wild places while ensuring sustainable livelihoods for the local communities. At the same time, the organization seeks to implement a country-program that is an integral part of a bigger regional vision that multiplies its impact and addresses conservation issues that are beyond the country level. To achieve this vision the organization focuses on i) the creation, expansion, strengthening and effective and sustainable implementation of protected areas in key landscapes and seascapes, ii) integrated natural resource management that ensures co-existence between local wildlife and livestock production, regulation of natural resource extraction to minimize impacts to biodiversity, and targeted conservation and management strategies for all our regional priority species and iii) a cross-cutting set of complementary strategies for climate change mitigation and adaptation.

    Key Responsibilities:

    In consultation and coordination with the Southern Cone & Patagonia Regional Director will:

    • Serve as a member of the Southern Cone & Patagonia regional team, helping update the regional strategy, promoting cross-border collaborations and facilitating learning between programs.

    • Serve as the legal representative of WCS Argentina, including all its staff and programs and ensure the Argentina program complies with all rules, regulations and best practices issued by the local Government and governing bodies of WCS. This includes but is not limited to: registration; taxes; terms and conditions of employment of staff; contracts; permits, and mandated government reports. The Country Director is directly responsible to the government of Argentina for all in-country legal matters regardless of WCS line management.

    • Provide timely information to all relevant departments at WCS about developments in the country program, and the political and conservation context of the country.

    • Ensure fluid communication channels within country program and with other WCS programs.

    • Ensure financial sustainability of WCS Argentina developing innovative funding mechanisms, and fundraising from bilateral and multilateral cooperation agencies, foundations, private donors, and corporate funders. Oversee preparation of funding proposals in coordination with other relevant departments in WCS.

    • Supervise the financial management of the program, including accepting overall fiduciary responsibility. Work with the Regional Business Manager, the country Financial Manager, Project Directors, and New York office to develop and stay within an annual budget and work plan.

    • Conduct general day-to-day oversight of all WCS staff living and working in the country.

    • Be responsible for all emergency and crisis response for all staff in the program.

    Programmatic

    • Working alongside the Regional Director and the Argentina Team, lead the update of WCS Argentina strategic vision.

    • Build and lead an overall country implementation plan and yearly work-plans, including a control, monitoring, and evaluation system that ensures implementation.

    • Develop country and regional projects and initiatives that generate conservation impact at meaningful scales.

    • Oversee the implementation of all projects and initiatives (including their reporting) within the country, and ensure quality technical and budget execution. Conduct project site visits to review progress with staff, and together to gain insights and assess different approaches to priority conservation challenges.

    • Maintain total familiarity with all regional projects and initiatives involving Argentina.

    • Work across programmatic divisions, departments and portfolios (e.g. marine program, species conservation, one world one health, etc.) to help support, coordinate and execute all activities in the country.

    Human resources (and general management)

    • Provide team leadership, promote teamwork and support staff.

    • Regularly assess and, if needed, update the organizational structure, including positions and job descriptions, line management, performance evaluations, merit salary increases, internal coordination policies, communication policies, etc.

    • Establish internal policies that foster staff motivation, high-quality performance, and a harmonic organizational culture.

    • Manage and mentor senior staff, including: recruiting and professional development, supporting senior staff in their responsibilities and projects, and providing both formal and informal evaluation and advice.

    • Directly supervise all staff and consultants of the country program.

    • Contribute to, enlarge and uphold WCS’s policies towards Equal Employment Opportunities for women, minorities, the handicapped, and other protected groups.

    • Work with management and institutional development departments (legal, finance, communications, global resources, etc.) to help ensure efficient and effective institutional actions and presence in the country.

    Representation and partnerships

    • Direct international and national attention to conservation of important landscapes, seascapes and wildlife in Argentina, and influence policies that promote their long-term persistence.

    • Represent WCS and WCS Argentina, in any relevant national and international forums and venues.

    • Maintain, strengthen and establish new partnerships and coalitions with governmental entities, key civil society partners, private sector and donors.

    Experience and Skills:

    Knowledge

    • Graduate studies equivalent to Master’s degree or PhD in Natural and/or Social Sciences

    • Excellent written English language skills; intermediate-advance speaking English language skills.

    • Extensive experience in the design and execution of strategic plans.

    • Extensive experience in leading and overseeing environmental management programs.

    • Experience in the design and execution of wildlife conservation projects.

    Brindar apoyo al área de Educación para alcanzar los resultados previstos en el plan de trabajo 2018-2019 en los programas orientados a fortalecer la educación secundaria a través de la implementación de modelos innovadores. PERIODO DE TRABAJO El período de trabajo comenzará el 01 de Julio de 2018 hasta el 30 de Julio 2019, con posibilidad de renovación por un año adicional.

    RESPONSABILIDADES CLAVES, DEBERES Y TAREAS:

    El NO (A) deberá brindar asistencia técnica y apoyo en la implementación de las siguientes actividades que son parte del Programa de Cooperación acordado entre UNICEF y el Gobierno Argentino en relación al área de Educación.

    Actividad 1) Coordinación del proyecto de las Escuelas Secundarias Rurales mediadas por TIC:

    - Brindar asistencia técnica para el fortalecimiento de las Secundarias Rurales mediadas por TIC que se encuentran en funcionamiento en las provincias de Chaco, Salta, Jujuy y Misiones, y apoyar el desarrollo e implementación de las SRTIC en las provincias de Santiago del Estero y Tucumán que inician actividades a partir de 2018.

    - Promover mayores niveles de formalización e institucionalización del modelo educativo de las SRTIC en las provincias que desarrollan el modelo. Para ello se cuenta como insumo, con la documentación generada desde el área de Educación “Guía para la Implementación de las SRTIC” y “Aportes para la elaboración de un régimen académico para el ámbito rural bajo la modalidad mediada por tecnologías.

    - Participar en la definición y planificación de las acciones que se desarrollarán en el marco de la cooperación con las provincias, considerando sus puntos de partida y estado de avance en relación a la implementación del proyecto.

    - Definir los criterios de selección de los referentes TIC y pedagógicos en las provincias y establecer sus funciones, en base a los términos de referencia pautados en los convenios. Esto implica determinar las actividades y los productos específicos teniendo en cuenta las especificidades de cada jurisdicción pero con un piso común que permita cumplimentar su compromiso y a UNICEF generar instancias de diagnóstico, ajustes y fortalecimiento en la cooperación.

    - Monitorear el trabajo del equipo de referentes TIC y pedagógicos que acompañan a las escuelas rurales mediadas por tecnología apoyadas por UNICEF. Específicamente realizar el seguimiento y acompañamiento del plan de trabajo de los referentes tecnológicos en torno a las acciones vinculadas al fortalecimiento de las condiciones del equipamiento tecnológico y el servicio de conectividad, las estrategias de uso de las TIC de modo offline, la articulación con los referentes a nivel nacional y a nivel local de políticas de inclusión de TIC, como así también del sector privado, las acciones de acompañamiento y formación en el uso de las TIC a los equipos de docentes y coordinadores de sedes rurales, entre otras actividades.

    - Ofrecer asistencia técnica a ministerios provinciales respecto de alternativas posibles de provisión de servicios de claves para el desarrollo de la iniciativa: provisión de internet a las sedes de las escuelas, de dotación de equipamiento, seguridad del equipamiento, etc.

    - Realizar el seguimiento y monitoreo general de la implementación de la iniciativa a nivel provincial: elaborar informes provinciales para la gestión, con datos básicos de las escuelas, los estudiantes, docentes, infraestructura, equipamiento y conectividad, a partir de los insumos provistos por el relevamiento y monitoreo de información desarrollado por los referentes de UNICEF.

    - Participar de la planificación de la estrategia de acompañamiento pedagógico a los planteles docentes de las SRTIC, junto con las especialistas convocadas para tal fin. Esto implicará a su vez la gestión y organización de los encuentros presenciales de formación, junto con las autoridades y equipos técnicos de las provincias y los referentes de UNICEF.

    - Participar en el fortalecimiento de la comunicación estratégica sobre la propuesta del proyecto con distintas autoridades nacionales y provinciales, de manera tal de establecer criterios y compromisos a cumplir. Esto comprende el desarrollo de documentos, visitas a las provincias, intercambio con autoridades.

    - Participar en la elaboración de documentos clave para la implementación del proyecto (actualización de guía de la implementación, estudios de costeo, sistematización de la experiencia).

    - Favorecer la articulación con áreas de gobierno nacional y provincial involucradas en la implementación de políticas públicas orientadas a la dotación de equipamiento tecnológico, como así también de provisión de conectividad a internet. A su vez, con otras áreas de gobierno, el sector privado y organismos de la sociedad civil que pudieran fortalecer la implementación y el funcionamiento de las SRTIC.

    - Generar estrategias de difusión y comunicación de las Secundarias rurales mediadas por TIC, en articulación con el área de Comunicación.

    Actividad 2: Tareas generales:

    - Participar en la coordinación y desarrollo de eventos organizados por el área.

    - Apoyar a la especialista del Área en la confección de informes requeridos por las autoridades nacionales, provinciales y e internas de la organización en los distintos temas de incumbencia.

    - Participar en reuniones de información que involucren al área de educación en la organización y fuera de ella.

  • Dar apoyo en la articulación con otras áreas de la organización en acciones que involucren a los proyectos implementados desde el Programa de Educación.

    The International Committee of the Red Cross (ICRC) is looking for suitable candidates to fill the position of "Regional Communication Center Manager for Latin America" (resident position)

    Full-time, based in Buenos Aires

    Purpose of the post

    The regional communication center (RCC) for the Americas is based in Buenos Aires. It provides strategic communication services in Spanish and Portuguese, communication support to ICRC delegations in Latin America and – when required – to headquarters units, and develops digital communication projects at regional level.

    The head of the RCC manages and leads a team of 19 communication and support staff. Communication specialists are in charge of digital publishing & marketing, audiovisual production, publications and language services. They advise, coach and train fellow communication colleagues from delegations in the region. The RCC manager reports to the deputy director of the communication and information management department in Geneva.

    Main duties and responsibilities

    • RCC management: The head of the RCC is responsible for the strategy, planning and budget management of the center. S/he ensures that these are in line with priorities and strategies of the organization at regional and global levels. The head of the center manages the overall RCC activities according to a plan of action and under optimal use of human and material resources. S/he ensures that ICRC finance, human resources and logistics procedures and guidelines are followed at all times.
    • Human resources management: The head of the RCC manages and leads the RCC team. S/he supports staff members in planning and carrying out their activities, coaches them and facilitates further training & coaching. The RCC manager ensures that all staff members set performance targets, and provides those under direct supervision with regular performance feedback and formal annual appraisals. S/he oversees salary adjustments, conducts recruitment of new team members and ensures that job descriptions are updated as required. Leading by example, s/he pro-actively contributes to a productive working environment by inspiring and empowering staff members. S/he upholds appropriate internal communication and organizes regular internal meetings.
    • Communication services: The RCC manager contributes to the development and implementation of regional strategies for digital communication, production and language services in Spanish and Portuguese, in conjunction with headquarters and delegations. S/he ensures that communication services and projects provided by the RCC follow relevant institutional procedures and workflows, and correspond to delegations' and audiences' needs. The head of the RCC actively promotes the center's services and role to delegations, evaluates the quality of its work on a regular basis, identifies and proposes the development of new communication services or projects, as appropriate. S/he is responsible for the editorial line of the digital platforms in Spanish and Portuguese. Alongside delegations and in coordination with Geneva, s/he supports the center's digital officers and AV producer in the development and publishing of engaging content. The RCC manager also contributes to the development of regional publications.
    • Coordination with headquarters and delegations: The head of the RCC works closely with units from the communication and information management department in Geneva, as well as with delegations in Latin America, and maintains efficient information sharing on communication matters. S/he contributes to institutional communication policies and guidelines drafted by headquarters and supports their implementation in delegations based in the region, providing advice and guidance when needed. The RCC manager seeks regular information on local and regional communication strategies, challenges, and communication needs, and contributes to delegations' communication strategies when appropriate. S/he travels regularly to delegations and organizes regional workshops with communication managers and/or communication specialists from delegations in the Americas. S/he actively contributes to the global RCC network development at the ICRC.

    Education and experience required

    • University degree or equivalent in a relevant field such as communications, public relations, multimedia production or digital communication management.
    • 10 years working experience in a communication related field. Preferably with the ICRC or another component of the Red Cross / Red Crescent Movement, otherwise with the UN or an NGO in an international environment.
    • Minimum 5 years of experience in managing a diverse, highly qualified and autonomous team.
    • Confirmed proficiency in project management, strategic planning and budget management.
    • ICRC headquarters experience is a distinct advantage.
    • Field experience in the humanitarian sector is a significant advantage.
    • Sound knowledge of digital communications is a strong asset.

    Desired profile and skills

    • Complete fluency in written and spoken Spanish and English. Knowledge of Portuguese is an advantage. French is an asset.

    THE CHALLENGE

    ECW is seeking proposals for bold ideas to help address the billion-dollar finance gap for education in emergencies and protracted crises. Ideas should be substantive and have the potential to raise at least US$50 million per year continually (or US$100 million total once, if a onetime effort). Sources should allow the provision of grant funding as ECW is committed to providing equal and free education.

    GOAL AND DELIVERABLE

    The goal of the Challenge is to surface new and actionable ideas for large scale resource mobilization efforts with a real potential for implementation. Deliverable of the Challenge will be a unique idea and a business plan for implementation.

    THE PRIZE

    ECW will award up to three prizes of up to US$25,000 to those who can offer the best, most innovative and credible idea and a business plan for resource mobilization. In addition to the cash prize, ECW may consider supporting the implementation of winning proposals with seed funding.

    • Present your idea to our Grand Jury, potentially in person, at the margins of the UN General Assembly in the
      third week of September 2018.

    IDEAS WE ARE LOOKING FOR

    1. Bold and large-scale: Ideas should be substantive and have the potential to raise at least US$50 million per year if they are for a continual resource mobilization effort or US$100 million total once, if they for a onetime resource mobilization effort)
    2. Grant funding: Education in emergencies and protracted crisis requires grant funding as ECW supports children and youth with free education. The proposed idea should mobilize resources that lend themselves to finance free education.
    3. Funding for education in emergencies and protracted crisis: Resources mobilized should be without restrictions to finance education in emergencies and protracted crisis in countries affected by conflict and war, natural disasters, pandemics, or refugee crisis and internal displacement.
    4. New sources of finance: ECW is seeking to identify and tap non-traditional sources of financing beyond bilateral donor contributions and mainstream philanthropy. Proposed ideas should not compete with or crowd out existing funding for education in emergencies.
    5. ECW mission and humanitarian principles: Resources mobilized should not conflict with the ECW vision to create a world where all children and youth affected by crisis can learn free of cost, in safety and without fear in order to grow and reach the full potential. They also should not conflict with the humanitarian principles of humanity, neutrality, impartiality, and independence

    We ask you to submit your idea with the following information:

    1. Idea: What it is, why it works, and how it is different from other funding sources (max 400 words).
    2. Potential: Estimated fundraising potential, including assumptions made (max 300 words).
    3. Implementation: Outline for implementation including a realistic timeline (max 400 words).
    4. Costs: Estimated start-up costs and ongoing costs – the budget (max 150 words).
    5. Risks: Assessment of risks and potential implementation hurdles such as technical, political, financial (including potential and perceived risks to achieve resource mobilization targets), and/or partnership risks (max 150 words).

    SELECTION CRITERIA AND PROCESS:

    Your idea will be evaluated against the following criteria:

    • Innovation: How new, promising, and viable is the proposed solution? (30 points)
    • Resource mobilization potential: What level of new and additional resources is it likely to generate and over what time frame? (25 points)
    • Implementation: how realistic is the proposal in terms of implementation? (25 points)
    • Costs: What would be estimated start-up costs and ongoing costs for resource mobilization? (10 points)
    • Risk: How well are potential risks captured? How likely is it that these risks can be managed? (10 points)

    Your idea will be evaluated in multiple stages. First, a team of technical evaluators will long-list the most promising 50 Submissions based on the criteria outlined above. Following that, in a second round, technical evaluators will short-list the best 8-10 ideas based on the same criteria. A Grand Jury will pick up to the three best ideas.

    La posición tiene como propósito brindar asistencia al área de Protección de Niñas, Niños y Adolescentes de UNICEF en lo relativo al fortalecimiento de un Sistema de Justicia Juvenil especializado acorde a los estándares internacionales y su articulación con el Sistema de Promoción y Protección Integral de Derechos de Niños, Niñas y Adolescentes dentro del Programa de País. Complementariamente, se orientará a diseñar estrategias de trabajo que permitan garantizar el Acceso a la Justicia de los niños, niñas y adolescentes en el país que sean víctimas de la comisión de delitos, y a fortalecer el Sistema de Promoción y Protección Integral de Derechos de Niños, Niñas y Adolescentes.

    PERIODO DE TRABAJOEl contrato que se ofrece es temporal y el período de trabajo comenzaráel 01 de septiembre de 2018 hasta el 31 de Agosto 2019, con posibilidad de renovación por un año adicional.

    RESPONSABILIDADES CLAVES, DEBERES Y TAREAS:

    Actividades:

    Bajo la supervisión del Especialista en Protección de Derechos, y la Oficial de Protección y Acceso a la Justicia deberá brindar asistencia y apoyar la realización de parte de los resultados que forman parte del Programa de Cooperación acordado entre UNICEF y la República Argentina para el área de Protección de niños, niñas y adolescentes:

  • Las niñas y niños en conflicto con la ley tienen acceso a sistemas especializados de justicia juvenil acordes con los estándares internacionales.
  • Las instituciones y actores han mejorado la articulación y coordinación para garantizar el acceso a la Justicia de NNyA, evitando la revictimización
  • Prevención de violencia, promoción de derechos y acceso a la justicia de NNyA
  • Fortalecimiento de los Sistemas de Promoción y Protección Integral de derechos de los NNyA.
  • Actividad 1) Apoyo en la abogacía, y asistencia técnica para el establecimiento de un sistema de justicia juvenil acorde a los estándares de derechos humanos (DDHH): i) Elaboración de informes técnicos con análisis de marcos normativos vigentes, ii) evaluación de propuestas de reformas normativas y legislativas y su correspondencia con el corpus iuris internacional y los estándares de DDHH, iii) informes con análisis de códigos procesales provinciales, iv) elaboración y/ o análisis/ y o evaluación de Protocolos de articulación, o instrumentos similares, v) redacción de informes, producción de insumos solicitados por el Especialista en Protección, y / o a la Oficial de Protección y Acceso a la Justicia.

    Actividad 2) Apoyo en estrategias de abogacía y asistencia técnica al Poder Legislativo

    Actividad 3) Apoyo para la articulación entre los sistemas de protección y los sistemas de justicia penal juvenil: i) apoyo técnico, con el fin de fortalecer al Estado argentino en la creación de un sistema de información sobre adolescentes en conflicto con la ley penal que sea sistemático, periódico, regular y eficiente; (ii) apoyo para la creación e implementación de sistemas de monitoreo del cumplimiento de estándares de derechos humanos en dispositivos penales juveniles; (iii) apoyo técnico para la creación de un sistema de registro nacional de casos de violencia institucional contra NNyA, iv) apoyo técnico para trabajo en las provincias priorizadas en fortalecimiento en justicia juvenil.

    Actividad 4) Generación de evidencia y /o estudios que identifiquen y recopilen experiencias, en trabajo de desistimiento, restitución de derechos con niños y adolescentes en conflicto con la ley penal. Apoyo en otros estudios, e investigaciones requeridas por el área: i) Apoyar teórica y operativamente la realización de relevamientos nacionales ii) Apoyo en la búsqueda, sistematización de la implementación de medidas alternativas a la privación de la libertad de los adolescentes en conflicto con la ley penal y medidas alternativas al proceso judicial, iii) apoyo en el monitoreo de las condiciones de vida en centros de restricción/ privación de libertad de NNyA con el fin de cumplimiento de los derechos.

    Actividad 5) Apoyo en asistencia técnica para contribuir al “Fortalecimiento de los sistemas de protección integral a nivel nacional y provincial para la prevención, erradicación y sanción de la violencia y abuso sexual”: (i) Apoyo técnico para el fortalecimiento de la respuesta judicial y acceso a la justicia de niños, niñas y adolescentes víctimas de abuso sexual; (ii) apoyo en la articulación entre el Poder Judicial y los organismos de aplicación de las leyes de protección integral para la prevención, erradicación y sanción del abuso sexual, (iii) apoyo a la sensibilización y difusión para la prevención y atención de NNA víctimas de abuso sexual;

    Actividad 6) Participar en ejercicios de control y evaluación, revisión de programas y exámenes sectoriales anuales con el gobierno y otras contrapartes y preparar minutas / informes sobre los resultados para las medidas de seguimiento de la alta dirección y otras partes interesadas. Realizar otras actividades que sean requeridas por el Área de Protección.

    CALIFICACIONES Y COMPETENCIAS MÍNIMAS

    Perfil requerido: Profesional graduado en Derecho con experiencia en justicia juvenil. Se valorará la experiencia y conocimientos en derecho al acceso a la justicia de NNyA víctimas de delitos, en el Sistema de Promoción y Protección Integral de Derechos de niños, niñas y adolescentes, y en Derecho de familia.

    Debe contar con al menos un año de experiencia de trabajo jurídico en la temática de Justicia Juvenil. También se considerará positivamente la existencia la experiencia previa de trabajo en las otras temáticas mencionadas.

    Estudios de posgrado en políticas sociales, derechos humanos, derecho penal, niñez y adolescencia, derecho de familia, o políticas públicas serán ponderados.

    a) Experiencia en redacción, monitoreo y seguimiento de proyectos y de la situación de niños, niñas y adolescentes vulnerables, y/o experiencia en redacción de proyectos de ley, elaboración de documentos jurídicos relacionados con las temáticas, y/o ejercicio de la profesión en relación con temática, etc.

    b) Se valorará experiencia territorial de trabajo en programas de supervisión y monitoreo de adolescentes en conflicto con la ley penal.

    c) Se ponderará positivamente la experiencia previa en el Sistema de Naciones Unidas, Sistema Interamericano de Derechos Humanos u organizaciones no gubernamentales

    d) Experiencia probada en trabajo con gobiernos nacionales, provinciales, locales, organizaciones de la sociedad civil, y/o poder judicial.

    This position reports to Communication Officer NOA with responsibility for assist in planning, implementing, monitoring and evaluating a media strategy to get children’s and women’s issues into the public domain, strengthen political will in support of UNICEF's mission and objectives in the country, enhance the organization’s credibility and brand and fundraise.

    Key accountabilities and duties & tasks

    1. Communicational materials

    Ensure that the production of communication products and materials is timely executed and followed up to support country communication strategy, regional and global campaigns and priorities and to support resource mobilization as set out in the work plan.

  • Implement the tasks in the country communication work plan and strategy as assigned.
  • Gather content and coverage of relevant country efforts to identify effective relevant country programme activities and results. Develop complementary, country specific and local community materials and activities.
  • Edit global materials for local media. As part of the fundraising mix for RR, generate and adapt content on emergencies and pitch it to traditional and on-line media.
  • Support the production of communicational materials (e.g. briefing notes, fact sheets, etc.) that meet the country and global standards as set out in the Communication Toolkit.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate.
  • Assist in the establishment of contacts, networks, resources and processes to support communication activities.
  • Monitor and evaluate the appropriate and timely dissemination of communication materials to target audiences. Monitor and evaluate the use and effectiveness of media materials.
  • 2. Media relations

    Effective and timely assistance and support are provided in developing, drafting and maintaining contact information, materials and relationships with journalists and media outlets covering all media – print, TV, radio, web etc. – in the country, to communicate the story of UNICEF's cooperation to a wider audience.

  • Maintain and update media relations contact list/database. Ensure rapid and accurate information dissemination to the media.
  • Assist in developing and maintaining close collaboration with mass media, as well as with multimedia groups and organizations whose support is essential to the achievement of advocacy, communication and fundraising objectives.
  • Prepare background communication and promotional materials for briefing and visits of media and other special interest groups. Assist in the planning, logistic and administrative arrangements for them.
  • Assist in organizing activities such as project site visits, press-conferences, one on one interview. Identifies and pursues news opportunities to showcase UNICEF’s work in the field. Pitch stories to radio, tv and print media according to institutional priorities.

  • 4. Partners

    Ensure that the Country Office’s contact list of individuals, groups, organizations and fora (including Government, UN, and bilateral counterparts), are maintained and further developed, whose support is essential to/can assist in achieving the advocacy and communication objectives and who support and are able to actively participate in special events and activities that further the country programme goals.

  • Assist in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy, communication and fundraising objectives.
  • Maintain and update celebrity and partner contact lists/database for country office.
  • Monitor/document process and effectiveness of working with these individuals/organizations.
  • Prepare background communication and promotional materials for briefings and visits of media, Goodwill Ambassadors, and other special interest groups.     RESPONSABILIDADES CLAVES, DEBERES Y TAREAS:

    El NO (A) deberá brindar asistencia técnica y apoyo en la implementación de las siguientes actividades que son parte del Programa de Cooperación acordado entre UNICEF y el Gobierno Argentino en relación al área de Educación.

    Actividad 1) Seguimiento y asistencia técnica en el marco del Proyecto PLaNEA, Nueva escuela para adolescentes.

    PLaNEA es un programa de asistencia técnica a gobiernos provinciales para avanzar en la transformación de la escuela secundaria desarrollando diversas estrategias para mejorar condiciones de enseñanza y aprendizaje a través de la enseñanza basada en proyectos, la enseñanza de programación y alfabetización digital y el desarrollo de procesos de evaluación formativo, continuo y colegiado y el trabajo en RED entre distintos actores de las escuelas participantes. Se desarrollan estrategias para promover a su vez participación de los estudiantes, y el bienestar de estudiantes y docentes. En este marco, se requiere:

  • Brindar asistencia técnica para el fortalecimiento de la iniciativa en las provincias donde se implemente y apoyar el desarrollo del monitoreo y evaluación de la iniciativa.
  • Participar en la coordinación junto con los equipos provinciales para el acompañamiento y seguimiento de la Red de Conducción PLaNEA y Red de Docentes PLaNEA.
  • Brindar asistencia técnica para promover mayores niveles de formalización e institucionalización del modelo educativo de PLaNEA y promover estrategias para la promoción de bienestar para docentes y estudiantes en las escuelas que participan en la iniciativa. Participar en el desarrollo, seguimiento y publicación de diversos materiales de apoyo a la implementación de la iniciativa PLaNEA.
  • Participar en la definición y planificación de la expansión de PLaNEA en otras jurisdicciones en el marco de la cooperación con las provincias, considerando sus puntos de partida y estado de avance en relación a la implementación del proyecto.
  • Participar en el fortalecimiento de la comunicación estratégica sobre la propuesta del proyecto con distintas autoridades nacionales y provinciales, de manera tal de establecer criterios y compromisos a cumplir. Esto comprende el desarrollo de documentos, visitas a las provincias, intercambio con autoridades.
  • Generar estrategias de difusión y comunicación de PLaNEA, en articulación con el área de Comunicación.
  • Actividad 2: Brindar asistencia técnica para el seguimiento, monitoreo e implementación de los proyectos del área vinculados a primera infancia, educación inicial y problemáticas socioeducativas de los adolescentes.

    El área de educación de UNICEF implementa diversos proyectos de formación docentes y de creación de servicios para hijos/as pequeños de adolescentes en escuelas secundarias. A su vez apoya a los gobierno nacional y provincial en la definición de estándares de calidad pedagógicos y conocimiento que permita propiciar la ampliación de la cobertura y brindar una educación de calidad para el nivel inicial. En este marco se require:

  • Apoyar en la coordinación y puesta en marcha de proyectos pedagógicos en Educación Inicial y desarrollo infantil temprano en provincias prioritarias.
  • Apoyar en la coordinación y puesta en marcha de proyectos pedagógicos para promover la inclusión educativa de niños y adolescentes en provincias prioritarias.
  • Elaboración de informes demandados por la oficina nacional o LACRO en relación a la temática de ECD y Nivel Inicial.
  • Elaboración de reportes y sistematización de información socioeducativa sobre niños, niñas y adolescentes (embarazo adolescente, abuso sexual y suicidio) en LAC y Argentina.
  • Participación en las reuniones de expertos y funcionarios junto con la especialista y en reuniones con contrapartes para dar seguimiento al Plan de trabajo comprometido por el área.
  • Participar en encuentros y programas de abogacía con gobierno nacional y provinciales en el cumplimiento de metas de expansión del nivel inicial con enfoque de equidad y calidad.
  • Actividad 3: Tareas generales:

  • Participar en la coordinación y desarrollo de eventos organizados por el área.
  • Apoyar a la especialista del Área en la confección de informes requeridos por las autoridades nacionales, provinciales e internas de la organización en los distintos temas de incumbencia.
  • Participar en reuniones de información que involucren al área de educación en la organización y fuera de ella.
  • Dar apoyo en la articulación con otras áreas de la organización en acciones que involucren a los proyectos implementados desde el Programa de Educación.
  • CALIFICACIONES Y COMPETENCIAS MÍNIMAS

  • Profesional universitario del área de Educación con formación de posgrado en áreas afines.
  • Al menos 5 (cinco) años de experiencia comprobable en el liderazgo de proyectos educativos, ya sea en investigación y/o implementación. Se valorará especialmente la experiencia asociada a la implementación de políticas educativas a nivel jurisdiccional o nacional. Se valorará experiencia específica en la implementación de proyectos de innovación pedagógica en los procesos de enseñanza y aprendizaje y en la gestión institucional de las escuelas
  • Con experiencia en implementación, monitoreo y evaluación de proyectos educativos.
  • Fluidez en español e Inglés (Certificación que acredite mínimo el nivel de First certificate).
  • Manejo fluido del paquete Office.
  • Posibilidad de realizar viajes frecuentes al interior del país.

    In the FCA programme Right to Quality Education; FCA’s Education Specialists are working with colleges to build institutional capacity to deliver quality education. Programme’s main objective is to improve quality education through teacher education and catalyse educational innovations.

    Responsibilities:

    Education Specialists are reporting to the Country Director. Country Director is not available in the implementation location all the time, which why we are seeking self-acting professionals. Education Specialist will ensure that FCA’s Global Strategy is followed, support FCA’s Country Strategy in order to achieve the strategic objectives and guarantee quality impact in FCA’s Right to Education Tasks in Asmara. She/He will represent the Country Director when necessary and will act as a Project Manager for current education projects according to the task division in the office. Also her/his main duties include:

    • Run Right to Education activities in partner institution including: Support the education programmes, ensure the internationalization of the degrees, support curriculum development, support the teaching staff, ensure quality teaching.
    • Improving capacity to conduct participatory action research in the partner institutions.
    • Manage projects from the proposal writing to the closure stages.
    • Support Education activities and the Teachers Without Borders Experts on their work in the country.
    • Support an environment within FCA, which results in strong partnerships and innovations.

    Qualifications

    PURPOSE: Under the close supervision of the Chief of Operations assists in the area of Finance and Accounting control, recording, reporting of assets, liabilities and income.     MAJOR DUTIES AND RESPONSIBILITIES:

    1. Controls and operates bank accounts in accordance with UN/UNICEF financial rules and regulations and local banking practices. Provides up-to-date information on the cash position or status of such accounts. Reconciles bank statements, keeps abreast of all procedures and regulations regarding the maintenance of bank accounts, exchange and interest rates, etc.

    2. Review fund analysis reports, payroll simulation and verification of accuracy of payroll transactions.

    3. Review and verify payments documents prior to submission to GSSC.

    4. Manages VISION/accounting system, provides training and orientation to staff on its use and coordinates with ICT on technical adjustments or irregularities to meet local conditions. Supervises timely maintenance of accounting and finance system. Briefs staff on the application and interpretation of UN/UNICEF accounting and financial rules, regulations, procedures and policies.

    5. Reviews budget expenditures by codes against approved allotments, and verifies compliance with reports received from HQs. Prepares and analyzes financial data for budget estimates and financial planning.

    6.Undertakes spot check visits to project sites with Programme sections to assist in the review and follow up of overdue DCTs to provide accounting and finance training and support, establishes and/or reviews systems and procedures for compliance with the rules and regulations and prepares reports and recommendations.

    7.Certifies the appropriate, accurate and timely processing and recording of disbursements and payments, (e.g. vendor payments, travel claims, DCT, etc.), in accordance with established rules, regulations and systems, and within budgetary limits. Also ensures recovery of advances and accounts receivable.

    MINIMUM QUALIFICATIONS & EXPERIENCE:

    1. University degree in Accounting, Finance or Business Administration with specialization in Finance and Accounting.

    2. One year of practical professional work experience in finance and accounting.Working experience in SAP will be an added advantage.

    3. Experience in an international organization is desirable.

    4. Fluency in English and the local working language of the duty station is required.
