    The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Zone Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA).     ****Job purpose****

    Reporting to the Regional Representative, the project Manager will be based in IFRC delegation Asmara, Eritrea. The Project Manager will work closely with the regional WatSan team with a technical reporting line to the Regional WatSan Coordinator to lead and support the Eritrean Red Cross Society (RCS) in the implementation of the ACP-EU funded four year duration urban sanitation project.The WatSan ACP-EU Project manager will dedicate 80% of his time to supporting Eritrean RCS in the management of ACP-EU funded WatSan (Urban Sanitation project) and 20% of time in the IFRC country representation work.

    Job duties and responsibilities

    The Project Manager will be overall responsible for supporting RCSC in the management of ACP- EU funded Urban Sanitation project and any other project that will arising during the period of service in Eritrea. He/she will provide technical/managerial support and advice to the National Society and the Partnering National Societies during implementation of all Projects. He/ She will be responsible for the following specific tasks:

    A. Watsan ECP-EU project

    • Work closely with National Society at all levels for where practical furthering the public health/WatSan agenda wherever possible, while assisting NS staff and volunteers to effectively implement WatSan and other identified projects.

    • Provide technical/managerial support to the National Societies and the Partnering National Societies counterparts to ensure timely and effective assessment, planning and implementation of the projects (Urban Sanitation) with a special focus on the capacity building aspect of the host National Societies.

    • Produce periodic financial and narrative report as per agreed reporting template and time frame with EU and other donors.

    • Liaise with country level EU delegation and provide regular update on this and other project.

    • Support NS for development of best practice case studies on Urban WatSan programming,

    • Monitor of WatSan projects to encourage project implementers to plan and carry out all tasks needed to improve health and reduce vulnerability of the beneficiaries by

    • Liase with all other possible donors and project and take care of all implementation tasks needed to fully support the intention of the project and the national society, taking on any activities

    · liaise with and encourage the country delegates and national society to engage effectively with all donors , ICRC, Government bodies at all levels, UN and international humanitarian organisations, NGOs, CBOs, community groups, beneficiaries and the private sector where appropriate. Ensure the liaison with ICRC, UN (WASH Cluster) and NGOs in the area of WatSan is effective, ensure the same at regional level.

    · produce regular, timely and accurate financial and narrative technical reports for the Federation and for donors.

    · ensure that the Health & Care/ DM agenda is holistic, and encompasses fully as part of public and preventative health as well as disaster preparedness and for emergencies

    · work closely with Technical Support unit in the EAIOI regional office, to contribute to disaster.

    B. Federation country office

    • To assume accountability for the efficient implementation of the International Federation annual assistance programme with the RCSC according to approved plans and budgets.

    • To manage the delegation, including personnel performance systems, security, fixed assets, financial assets and other resources in accordance with Secretariat procedures and regulations.

    • To represent the International Federation and build good relations with national authorities, international and national organisations, donor governments and other organisations represented in the country/ region, as well as with international and regional context.

    • To ensure that timely monthly management and operational reports are submitted to the Eastern Africa and Indian Ocean Island Regional Representation.

    • To work closely with the National Society in seeking advice within IFRC to have a final approval for membership into the Red Cross Movement

You will support district eye health workers to develop their surgical, clinical and management skills, as well as complete surgery when required.

    These roles play an important part in the Eritrean Government’s commitment to achieving the VISION2020 strategy of eliminating avoidable blindness, supported by The Fred Hollows Foundation. You will interact with The Fred Hollows Foundation initiatives in Eritrea, namely the cataract surgeons training and trachoma projects. Based in a district hospital in either Mendefera or Berantu, with travel required.

    The successful candidates will have:

    • three years MD residency in ophthalmology from a reputed institution
    • extensive demonstrated ophthalmic surgical and clinical experience
    • registration with the National Medical Council for Practicing Ophthalmology

    Key Accountabilities and Duties & Tasks

    Preparation and monitoring of the annual CRB plan:

  • Provides technical support on the preparation of the CRB plan and other documents requested by TACRO and Geneva.

    Summary of key functions/accountabilities:

    1) Propose and improve data collection, maintenance and reporting

  • Be familiar with advanced statistical analysis and research methodologies, along with internal UNICEF systems (DP-O, VISION, COGNOS) and other common computer programs (EXCEL).
  • Collaborate to propose and validate key elements of a database schema (missing/obsolete data & information, fulfillment mechanisms, reporting architecture).
  • Collaborate to define different criteria for marketing analysis of current and potential donors (based on behavioral and sociodemographic factors).
  • Research data anomalies and engage fundraising and operational stakeholders to develop solutions.

    Provide technical support to the preparation of the legacies plan and campaigns calendar, objectives, metrics and KPIs.

  • Prepare and analyze of campaigns indicators and investment requirements.

    Purpose of the Position

    The HR Officer Career Management reports to the Operations Manager for close guidance, training and supervision. The officer provides support to the supervisor and colleagues in the Resource Mobilization Sector (PFP) in the CO to manage its human capital by administering and executing a variety of HR services, applying theoretical skills and knowledge of organizational HR policies, goals and objectives, with special focus in attracting talent, identifying HR needs, organizational design, advocacy, networking and partnership building, HR advisory, performance management and capacity building recruitment and placement, and implementing retention/succession plans in accordance with the Office HR work plan and consistent with the PFP strategic plan.

    Purpose of the Assignment

    The Global Vaccine Action Plan (GVAP 2011 - 2020) calls for the “Reaching Every District” strategic approach to be recast as “Reaching Every Community (Strategic Objective 3). This is to address inequities in immunization coverage that today results in one out of every five of the world’s children failing to receive at least a basic set of vaccinations during infancy. These missed children are likely to be found in marginalized and underserved communities outside traditional social and government structures.

    In recasting “Reaching Every District” to “Reaching Every Community” as a strategy to address immunization inequities, the GVAP states that National Immunization Programs will need a detailed understanding of the barriers to access and use of immunization; the underserved to be identified, and micro plans at the district and community levels to be reviewed and revised in order to ensure that these barriers can be overcome. This is particularly relevant today, with the introduction of additional new life saving vaccines, whose benefits will be maximized when the most vulnerable children are reached.

    In Eritrea, Penta 3 coverage is 94.7 nationally as per the EPI coverage survey of 2017. This national average masks the disparity that exists in different Regions (Zobas) of the country where Southern Red Sea, Northern Red Sea and Gashbarka regions have penta 3 coverage of 86%, 91% and 90.8 respectively. The routine EPI data also show that ten districts in the three Zobas are reporting below 80% coverage. The national dropout rate for 2016 was 5.4% which may show below the WHO cut off rate, however the dropout rate differs by Zoba, with some being above the recommended cut off point.

    The need to reduce the high drop-out rates and numbers of un-immunized children in Gash Barka, Southern Red Sea and Northern Red Sea region is critical to particularly avoid resurgence of vaccine-preventable diseases, which have been relatively under control.

    In the 2016 EPI review, most of the health facilities visited had EPI micro plans. These plans need to be updated to ensure the interventions include the high risk communities identified. The planned outreach activities have not been implemented regularly, the supervision and mentorship from the Zonal Ministry of health has been weak. The immunization equity assessment will reveal some of the other key bottlenecks to achieving the REC strategic approach.

    Assignment Tasks

    The General objective of this assignment is to conduct equity assessment in three Regions (Gash Barka, Northern and Southern Red Sea) and support the development of context specific action for addressing immunization inequity. The specific objectives include:

  • Develop training guideline on equity assessment
  • Train Zonal EPI focal persons and build capacity to conduct the equity assessment.
  • Support the National and sub-national stakeholders do immunization equity assessment by reviewing the following sources of data: administrative coverage data, EPI Coverage survey, EPI review, Surveillance review , recent immunization campaign data, to come up with the following:
  • List of categories of high risk communities in Eritrea that are associated with inequities in immunization.
  • List of districts affected by immunization inequities.
  • Barriers to access and use of immunization for the identified districts and kebabis
  • A set of recommendations for programs / districts to include or consider in the annual action plans for high risk communities not be left out

  • Support districts to use the REC operational guide and the simple micro-planning guide to update their district and facility micro plans to include interventions for those high risk communities for instance outreaches, health education sessions, tracking of immunization status in such communities
  • Support Health facilities establish regular contact with immunization community focal persons in the catchment area through maintaining a list of their phone contacts, regular feedback meetings on immunization status of the children in the area, involving them in planning and mobilization for outreaches /community health education sessions, facilitating them to maintain a master list of all children 0 – 23 months with regard to their immunization status (Registration of children 0-23months)
  • Expected Deliverables

    Deliverables expected for the consultancy are:

  • Inception report on understanding the assignment
  • Work plan developed on how the activities are going to implemented – by one week after contract signing
  • Immunization equity assessment report highlighting; categories of high risk communities in Eritrea, districts with immunization inequities, barriers to access and use of immunization for the identified districts with immunization inequities, recommendations for programs / districts to include or consider in the annual action plans for high risk communities.
  • Report on updates of facility micro plans, feedback meetings of health workers with community immunization focal persons and community participation in outreaches / health education
  • Final consultancy report on delivery of key tasks identified in the work plan, including recommendations, challenges, gaps & best practices – by end of six months

    Timeframe for the Consultancy:

    Estimated total work days for the Consultancy = 30 days (one and half month)

    Estimated total days for the Consultancy = 43 days (one and half month) as this includes week end and travel time.

  • Prepares and offers sponsorship deals for corporate partners (banking and services) in order to finance special events (sponsorship search and negotiation). Carries out administrative and operational control tasks during special event & projects related with the participation of sponsors and other private allies. Provides technical knowledge about the sponsorship market and the banking and services industry.
  • Follow directives, instructions and comply with procedures, under the supervision of the Corporate Alliances Officer, and in concordance with the organization guidelines and regulations. Administrative tasks and responsibilities are effectively carried out and delivered.

  • Monitors income on a regular basis to ensure agreed targets are met and that the correct donations are paid. Agrees corrective action if needed in consultation with the Corporate Fundraising Officer.
  • Makes decisions following established procedures on the implementation and monitoring of projects. Decisions will be in relation to the appropriate application of UNICEF policies, rules and regulations and under the supervision of the Corporate Fundraising Officer.
  • Assures UNICEF visual brand identity is consistent across all agreements based on the UNICEF Brand Guidelines and Toolkit.

    Experience: 6 years of progressively responsible work experience in fundraising areas and/or corporate alliances areas and/or marketing and advertisement areas or agencies will be an asset.

    Language Requirements:Fluency in Spanish and English is required

    Education: Completion of secondary school. Technical and/or university level courses in Communication, Advertisement, Business Administration, Marketing, will be an asset.
